Dear Friends:

As an individual with developmental disabilities or a family member, you will be pleased to know that the 2014-2015 state budget recently adopted under the leadership of Governor Cuomo provides new opportunities for community integration, independent advocacy, employment, enhanced services and improved safety measures.

For those seeking greater independence, the expansion of the Nurse Practice Act exemption to non-certified settings will significantly expand the choice of supports available to help individuals work in the community, and live where and with whom they want. In addition, the budget provides tax credits for businesses who hire people with developmental disabilities and empowers OPWDD to implement a plan to increase employment opportunities.

An $88 million increase in state and federal Medicaid matching funds is included in the budget to support individuals and families entering the Office for People With Developmental Disabilities service delivery system, requiring an enhanced array of services, or who need help transitioning into the community.  The budget also establishes an independent advocacy program, which once managed care is implemented, will help you navigate services while ensuring that your rights are respected and that appropriate supports are delivered.

Investments in the Direct Support Professionals that serve you or your family member through nonprofit providers are provided with a 4% overall compensation increase, and the funding to explore a credentialing program to improve their skills and compensation.

The budget also contains groundbreaking new requirements to improve the safety of individuals whose care involves assistance being lifted by direct support professionals.  These safety measures will help protect you or your loved ones from injury.

These inclusions in the budget are substantial steps toward ensuring that you and your loved ones receive the services needed while we continue our transformation to a more person-centered service delivery system.
